Job Description:

Country HSE Manger

Provides expertise and technical assistance to site management for the implementation of the ESHARP and company SH&E processes. Receives assignments in terms of broad objectives from the VP/Director Safety, Health, and Environment in conjunction with Qatar Country Manager. Reviews, interprets, and assists on the implementation of safety regulations and standards. Monitors project safety performance and conducts project audits and safety inspections.

Key Responsibilities:

  • Participates in the development and implementation of office and project safety plans.
  • Represents the HSE Managers on all construction job sites.
  • Review risk assessments for upcoming work and provide technical assistance to the safety planning process.
  • Advises and assists Parsons Project Management and HSE Manager in the establishment and management of safety programs and in identifying and eliminating/controlling any hazards to persons and property.
  • Assist Parsons Project Management and HSE Manager in developing Safety Performance Indicators and Targets and helps communicate findings to staff and assist in implementation of the mitigation strategies.
  • Provides oversight to the new hire safety orientation process and other safety related training.
  • Participates in Weekly HSE Meetings with Contractors and assists and participates in site safety training.
  • Advises Parsons Project Management and HSE Manager on potential hazards at work site.
  • Receives, reviews, and distributes safety inspection reports with recommended corrective actions.
  • Reviews contractors on bid list regarding safety performance, qualifications, and programs.
  • Conducts safety audits through review and analysis of performance by validating compliance with Parsons’ ESHARP Safety Management System, Client requirements, and applicable regulatory standards.
  • Participates in pre-job conferences to present company safety policy and explain implementation of Parsons Safety Management System on the projects and in our offices.
  • Assists the Workers’ Compensation Analyst in coordinating medical care and case management of employees injured at company facilities.
  • Reviews loss control reports from company insurance carriers and regulatory inspection agencies and confers with appropriate management representatives on compliance with regulations and citations.
  • Represents the company at national safety conferences.
  • Performs other responsibilities associated with this position as may be appropriate.

Minimum Qualifications:

Bachelor's Degree in Occupational Safety and Health and/or equivalent experience and relevant safety related training courses.

Minimum Experience:

15+ years of related work experience in the field of Health and Safety.

Further Experience Required:

  • Extensive knowledge of Federal and local health and safety regulations and reporting procedures.
  • Strong written and oral communication skills.
  • Ability to perform in a supervisory/managerial capacity is also required.
  • Ability to work effectively within a multidisciplinary team.
  • Strong assessment and problem-solving skills.
  • Excellent ability to design and implement policies.
  • Excellent presentation skills for delivery of health and health and safety related training programs.
  • High attention to detail and excellent organization skills.
  • Proactive, must keep up to date with legal and professional changes associated with occupational health and safety.
  • Ability to work independently with minimal direction or oversight.
