External and Corporate Relations Europe and Central Asia (ECREX)
The Europe and Central Asia External and Corporate Relations Department (ECREX) manages strategic communications in support of the Bank's work in Europe and Central Asia (ECA). In particular, the communications program is directed at building understanding and support for the work of the World Bank and ensuring the full spectrum of views and information is brought into the Bank's decision-making. The mission of ECREX is to connect and engage with diverse stakeholders to communicate about the World Bank’s mission, promote an informed and evidence-based debate about development in the region, and enhance the Bank’s reputation as an effective development partner for the countries in the region.
The External Affairs Officer’s major responsibilities will include, but are not limited, to the following:
Responsibilities
Political and public opinion analysis
- Advise CD and Country Team on alignment of country communications with global and corporate communication priorities and messaging.
- Monitor and analyze current events and public and press opinion in Ukraine and provide regular updates to the Country Director, Regional Communications Manager and Country Team.
- Provide real-time insight and analysis of ongoing political developments, changing/unexpected circumstances that may impact the Bank and its work in Ukraine.
- Actively explore and identify reputational risk issues that may impact the World Bank’s work in Ukraine and continued Bank’s support and support from the international community.
- Provide general advice to CD/PLs/TTLs on navigating client relations/responses.
Strategy formulation in print/social media and implementation
- Design, develop, and execute a communication strategy utilizing print, online and social media for the Ukraine program that will promote and showcase the results of the Bank’s support and financing support mobilization to Ukraine.
- Develop and maintain close working relations with international, national and local media.
- Formulate and implement strategic framework for social media to better position the World Bank’s Ukraine program and its key advocacy campaigns within the country and with key international and local partners.
- Actively seeks out strategic communications opportunities within the country program to promote the Bank’s results in Ukraine both internally and externally.
- Provide regular communications support to operations with the guidance and support of the ECA communications team in Washington.
- Prepare communications packages, including both routine and specific products (e.g., news releases, backgrounders, videos, communication briefing notes, tweets, Facebook posts, etc.) to promote the strategic and timely flow of information and key messages about the Bank Group support to Ukraine, to key internal and external audiences.
- Effectively use online and social media in the context of the communications strategy.
External relations:
- Initiate and sustain effective professional relationships with key external constituencies (particularly, NGOs, parliamentarians, academia, and private sector).
- Identify, facilitate, and maintain key stakeholder engagement with a cross-section of local and international partners, including with the media, CSOs, academia, the international development community, and others.
Selection Criteria
- We require a relevant mix of education and experience: Master’s degree with 5 years of experience or equivalent combination of education and experience in a relevant discipline (communication, journalism, international affairs, or other related fields).
- Experience working in an international environment and in-depth knowledge of international trends and political/economic issues related to development.
- Knowledge of, and experience working with the Ukrainian media, government and public institutions, CSOs, parliamentarians, think tanks and other key actors in Ukraine.
- Proven experience in production of complex communications products, including video production.
- An understanding of WBG operations and key corporate issues and priorities.
- Demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences and to cultivate effective, productive client relationships/partnerships.
- Experience working with senior executives including experience of managing reputational risks and issues, messaging, stakeholder engagement, and media engagement; and ability to think strategically and rapidly analyze diverse information from varied sources.
- Excellent English and Ukrainian language skills and proficiency to write and edit complex communications products for purposeful structure, clarity of ideas, and logical, persuasive presentation, in an accessible way to different audiences.
- Demonstrated ability and the necessary personal organization skills to multitask, take initiative, personal ownership, and accountability to meet deadlines, work under pressure, and achieve agreed-upon results.
- Teamwork orientation with strong diplomatic and interpersonal skills, and sensitivity to working in a multicultural environment
